Summary of Changes


Identified below are the Fall Release changes from Visa®, MasterCard® and Discover®, scheduled for October 2009. This information can help you to determine what effect the changes may have on your business and what action you may want to take to ensure that your transactions are qualifying at the best levels allowed by Visa® and MasterCard® and Discover®.




MasterCard® Cross Border Fee

This fee, originally implemented in 2008, applies to transactions when a non-U.S. region issued MasterCard is used for the purchase of goods or services.


Visa® International Fee (IAF)

For tiered priced merchants, the 0.45% Visa International Acquiring Fee (IAF) will be added to the existing Visa International Service Assessment (ISA). For non-tiered merchants, the 0.45% Visa IAF will be applied to the Interregional Interchange levels. For high risk merchants (MCCs 5962, 5966 or 5967), an additional 0.45% Visa IAF will be billed separately. This fee applies to transactions when a non-U.S. issued Visa card is used for the purchase of goods or services.


Visa® Cash Advance International Service Assessment (ISA)

This fee, originally implemented in 2007, applies to all transactions when a non-U.S. issued Visa is used for Cash Advances.


Discover® International Processing Fee and Discover International Service Fee

For tiered priced merchants, the Discover International Processing and Service Fee of .75% will appear on merchant statements as Discover International Service fee. For non-tiered priced merchants, the .75% fee will be applied as follows:

  • .45% will appear on merchant statements as Discover International Service Fee
  • .30% will be applied to the International Interchange levels
This fee applies to transactions when a non-U.S. issued Discover card is used for the purchase of goods or services.


Visa® Misuse of Authorization Fee:

This fee is applied to all authorization transactions not followed by a matching Visa clearing transaction. Clearing must occur within 10 days of authorization for all merchant categories, with the exception of T&E segments which must clear within 20 days of authorization, in order to avoid assessment of this fee.


Visa® Zero Floor Limit Fee

This fee is assessed on any VISA clearing transaction submitted without proper authorization. The amount of the fee is $.10 per transaction.


Visa® Access Fee

The Visa Access Fee of $.0195 per authorization will be assessed to merchants for every settled transaction:

  • The fee will be applied to
    • Transactions which are U.S. acquired
    • Original Purchase Transactions
    • Original Credit/Refund Transactions
